Tiered Business Plan

Description:

 

FDOT uses a five-tier Business Plan (aligned to the FDOT Business Model which is based on the Baldrige Criteria) to implement the objectives of its Strategic Plan to all levels of the agency.

Tier One is the Statewide Business Plan created annually by the Executive Board. It is high level, provides overall direction for the agency, and is the basis of the other tiers of the plan.

Tier Two is made up of the 24 Statewide Functional Plans (i.e. Construction, Maintenance, Human Resources, etc.). These plans are created as a cooperative effort between Central Office and the Districts defining key business objectives with key linkages to the Tier One plan.

Tier Three is comprised of the Functional Unit Plans that support the Statewide Functional Plans in Tier Two. These plans are built by the Districts, Central Office and Turnpike units of each function.

Tier Four is each Office or Unit's Business Plan in support of Tier Three.

Tier Five is the individual plan for each employee.


Result and Benefits:

Tiers One through Three are complete and have resulted in clearer goals, better alignment and improved measurement and monitoring. Tiers Four and Five are to be completed by April 30, 2007 and will result in involvement of every employee in the Strategic Plan of the agency and a clear flow of information and requirements downward while feedback, supported by measures, flows upwards.
