Florida DOT Annual Leadership and Human Resource Practices Survey

Each June since 1999, FDOT has conducted an annual "Leadership and Human Resource Practices Survey" of our employees. The 53 item survey asks for employee opinions on issues covered in the Baldrige Criteria of Leadership and Human Resource Focus.

Every year, 2 - 6 improvement opportunities are addressed statewide. In addition, the agency-wide results are broken down into reports that allow each District and then each office/unit within each District to see their results. Each Cost Center (Unit) manager is required to work with his/her employees to develop an action plan to address improvement opportunities identified in the survey. The best practices of the highest scoring units (called HiQ or High Quartile) are shared statewide to provide for replication as appropriate.

In 2005 the survey was converted from pencil and paper to an online electronic survey. Annual participation in this voluntary survey has averaged above 75%.


Result and Benefits:

Every year the survey results (indicators of employee satisfaction with Leadership and Human Resource Practices in the agency) have risen with the increases in all but two years being statistically significant.
